A distributor that supplies other businesses is not retail. A propane distribution company, a chemical reseller, or a wholesale operation will generally not qualify. OSHA has clarified in multiple letters that a mixed-use facility must evaluate each process independently — the retail label on the front door does not exempt warehousing or distribution operations in the back. These letters are the primary guidance for facilities on the margin.
